Its hard to praise this book: its ambitious, clear, and so its shortcomings seem petty to point out. The notes and bibliography are huge (a hundred pages). The diagrams are not very good, with one exception on page 474 - there ought to have been more like it. His use of governments for analysis were a bit odd: he largely ignores ancient Greece and Rome, but informs us of ancient China; his inclusion of medieval Hungary is wise and perceptive.
